WIA Assessors

How The Examination System Works

The WIA has for some years administered amateur radio examinations under an agreement between it and the predecessor of ACMA (the Australian Communications and Media Authority). During October 2005 an amending Determination changed the structure of amateur licensing, introducing a new entry level licence, known as the foundation licence and simplifying it to three grades of licence: - Foundation, Standard and Advanced.

A new syllabus for the Foundation Licence was developed, and the syllabuses for the previous Novice and Unrestricted licences were revised. In addition, all Certificates of Proficiency now require a practical assessment for the granting of a first qualification.

At the same time the WIA introduced a new system of assessment of competency for the qualifications for the new licences, relying on WIA Assessors who can provide the practical assessment and also mark the examination papers.

The WIA Assessor

A WIA Assessor is a person who has been qualified by a Registered Training Organization registered in accordance with the Australian Quality Training Framework, which is administered by the Commonwealth Department of Education, Science and Training (RTO) and accredited and registered by the WIA as a WIA Assessor.

The WIA Assessors are supported by Nominated Assessors, who are qualified by the WIA nominated RTO, and are responsible for assisting and auditing WIA Assessors, determining Recognition of Prior Learning assessments and undertaking Special Assessments for candidates with a disability or in remote areas.

The WIA Assessor will advise you if your assessment was successful and will give you feedback and assistance if you failed assessment. A complete list of Assessors and their contact details can be found on the WIA website on the left hand side menu of this web page. They are also listed in the Amateur Radio Callbook

Learning Facilitators And Learning Organisers

The WIA also registers Learning Facilitators who are often the Learning Organisers within the clubs. These people provide training and assist the assessors to assess the candidate's competency. The Learning Organiser is the person to be approached by potential candidates, and whose name will be given out by the WIA or ACMA in response to enquiries. A list of Learning Facilitators and Learning Organiserscan be found on the left hand side menu of this web page as well as in the Amateur Radio Callbook.

The Role Of The WIA

The WIA produces Assessment packs for all three grades of licence, regulation, and practical assessments. These packs are then sent only to registered WIA Assessors for use in assessing candidates. After completion of an assessment the assessor send all of the contents of the assessment packs back to the WIA and the results are check and registered. The WIA them produces a certificate which on presentation to ACMA will allow ACMA to issue an Amateur Operators Certificate of Proficiency and hence an Amateur Operators Licence.
