WHAT IS ALARA?

Australian Ladies Amateur Radio Association (ALARA) was formed in
1975 with membership now over 200, with many Australian members
sponsoring overseas YLs into ALARA.

The term "YL" stands for "young lady" - regardless of age.

The Associations mission is to encourage women's interest and active
participation in amateur radio.

Australian Foreign Minister Julie Bishop

'We did not support the ABC closing its shortwave in the Pacific'

Foreign Minister Julie Bishop has told Radio National's Fran Kelly
that her party did not support the ABC's decision to switch off
short wave services in the Pacific.

"It is not a decision of the Australian government," she said.

Bishop had travelled to Samoa to launch a radio transmission facility,
funded by Australia's aid program, to support disaster management and
emergency management.

"We have a media assistance scheme to ensure that radio transmission
can continue... I would certainly encourage the ABC to continue
shortwave transmission in the Pacific." Bishop said.

September 18 the 3G Partnership Project (3GPP) is collaborating with
the University of Melbourne's Centre for Disaster Management and
Public Safety (CDMPS) to convene an event that will provide 3GPP with
the opportunity to brief executive-level representatives of
Australian governments, academia and industry on the important role
performed by 3GPP in the development and maintenance of open standards.

This is the first time 3GPP will have provided a briefing of this
type in Australia, and it therefore presents a unique opportunity to
hear directly from 3GPP leadership about the current status and
strategic directions, including future 5G plans.

unites seven of the world's telecommunications standard development
organisations to provide a stable environment in which to define the
open standards underpinning current and future mobile cellular
networks.

ALL AT SEA

Last weekend, the WIA's flagship contest, the RD or Remembrance Day
contest opening featured our guest speaker, a submariner, Garry White,
WO-N.

As WO-N (Warrant Officer of the Navy), Garry is responsible to the
Chief of Navy (CN), and as the most senior ranking sailor in the Navy
is entitled to exercise command over all other Sailors in the RAN.

Now comes word that in the USA, US Navy Vice Admiral Charles A.
Richard, W 4 HFZ, assumed command of US submarine forces during a
change-of-command ceremony on August 4, held aboard the submarine
USS Washington.

An ARRL Life Member, W4HFZ, 58, is well-known in the AMSAT and APRS
communities. He had been serving as the deputy commander of
US Strategic Command at Offutt Air Force Base in Nebraska.

A radio amateur since 1974, Richard said on his qrz.com profile that
he enjoys digital satellite operations. Richard has been on active
US Navy duty since 1982.

INDONESIAN EMERGENCY RESPONSE EXTENDED

Entering yet another week of post-Earthquake 7 SR which shook the
region in West Nusa Tenggara and Bali, emergency handling was still
intensive.

The emergency response period for handling the impact of earthquakes
in West Nusa Tenggara ended on 08/08/2018. However, considering the
many problems in handling the impact of the earthquake, the Governor
of West Nusa Tenggara finally decided to extend the 14-day emergency
response period, which is calculated from August 12 to 25.

Conditions in the field are still plagued by many problems, such as
the victims who have to be evacuated, refugees who have not been
handled properly, the aftershocks that are still going on and even
earthquakes that damage and cause casualties. With the establishment
of an emergency response period there is easy access for personnel
deployment, resource budget use, procurement of logistics and
equipment, and administration so that the handling of disaster
impacts becomes faster.

The number of earthquake victims continues to increase. Until
Saturday last week it was recorded that 387 people had perished.

Mr. Erdius (YBQA) as Head of Operations and Technical Affairs on
behalf of ORARI HQ has sent 1 unit of VHF Repeater and 10 VHF Handy
Talkies, to facilitate communication in all fields.

Ham radio helps woman trace family

The Telegraph (India) reports a woman has been reunited with her
family on Saturday, courtesy amateur radio operators of Bengal and
Assam

The woman was spotted by local residents and ham radio operators
after she gave birth to a baby girl on a road in Diamond Harbour
and admitted to Diamond Harbour Super Speciality Hospital.

She was unable to recall anything initially, not even her name.

Eventually recalling that she is from Barpeta district, VU2TUO,
vice-president of Amateur Radio Club of Assam said members of
West Bengal Radio Club including VU2JFA, then got in touch
VU2TUO seeking help to successfully trace the woman's residence.

ARRL report HAARP's WSPR research campaign has yielded hundreds of
reports of reception on the 40 and 80 meter amateur radio bands from
Alaska.

Just-completed research at the High-Frequency Active Auroral Research
Program (HAARP) transmitters in Alaska, successfully took advantage
of the WSPR digital protocol and the Weak Signal Propagation Reporter
Network (WSPRnet) on July 30 through August 1.

During the 3 days, more than 300 confirmed reports of signal strength
and location from nearly 100 unique participants throughout Canada
and the US were received.

2.5 MILLION 'WHAT?'

The FCC has issued call sign WJ2XLT to LeoLabs for satellite and space
debris tracking from Menlo Park California at 2.9-3 GHz with a
transmission power of 2,500,000 Watts

The licensee requested that all other details be withheld from the
public for 10 years.





TIME GENTLEMEN TIME!

The National Institute of Standards and Technology (NIST) FY 2019
budget request includes shutting down "NIST radio stations in
Colorado and Hawaii" in other words, WWV and WWVH.

Radio amateurs, HF listeners, and others around the world routinely
make use of the time and frequency standard signals, which also
include propagation information.

The FY 2019 proposed budget cuts came to light via Tom Witherspoon,
K 4 SWL, who maintains The SWLing Post website, after a number of his
viewers called it to his attention. He posted an article on his blog.
"I've always considered WWV and WWVH to be the heartbeat
of the shortwaves here in North America a constant,
timely companion and brilliant gauge of HF propagation,"
Witherspoon wrote, continuing, "I find this budget request very
disappointing."





NORWAY

Norwegian ham radio license changes

Changes to Norway's Amateur Radio license came into effect August 10,
2018, 1,000 watts is permitted on the 50-52 MHz Primary allocation.

1,000 watts can now be used at VHF/UHF for moon bounce (EME) and
Meteor Scatter without needing individual permission.

Unlicensed persons may operate radio equipment for radio amateur
activities through a group, club or association as part of
recruitment and training for the radio amateur license.

Unfortunately there was some bad news, amateur radio transmissions
from uncrewed aircraft e.g. drones and model planes is now forbidden.

Yes, the ALARA contest will be on again on the last weekend of August - that
is Saturday 25th through to Sunday 26th.

Starting time is 0600 UTC, ending 24 hours later at 0559 UTC.

The rules have been changed a little, so please check on the ALARA website
www.alara.org.au and click on 'Contests' or in the ALARA newsletter for the
updates.

All YLs and OMs are in invited to take part, and we hope that the YLs
especially will come on air to enjoy this friendly contest. It is not
necessary to aim for a high score, but just to have a chat with those
we don't usually meet on air.

It has been great recently to hear many OMs and we look forward to meeting
them again this year.

How about it girls - let's make this year a great one for YL participation!

exercise.

SELCALL ALE is a Ham Radio "HF Interoperability Exercise" (HFIE) and
runs 12-22 October 2018.

All ham radio operators are invited to participate in
10 days of free and informal ALE and SELCALL operation
on all amateur radio bands.

This is a free open international worldwide event on
amateur radio, all countries, oceans, air, and outer space.

The HFLINK.NET website provides a connectivity map and
real time chat room for coordination of HFIE operating
activity.

It's a great place to freely discuss, learn, share

southern-most group of islands in French Polynesia and count as a
separate entity for DXCC purposes.

GB 100 RAF is operating this week, Saturday the 18th to Friday
the 24th of August at RAF Syerston, as part of the Aerospace camp of
RAF AC (Air Cadets) and in conjunction with the RAF 100 celebrations.
Cadets will be mainly on 40m around 7.155MHz.

MEDIA WATCH

All India Radio shortwave external service in doubt

The Hindustan Times reports there are questions over future of
All India Radio (AIR) shortwave external service

The external services division of All India Radio is caught in a
turf war between the ministry of information and broadcasting (MIB),
which runs it and the ministry of external affairs (MEA), which is
expected to fund it.

While the MIB wants the service to continue and even expand;
MEA has been suggesting shutting down the programmes,
pointing out that the service offered through short wave transmission
has outlived its utility and does not attract listeners abroad, said
an MIB official aware of the developments.

According to this MIB official, the service, which was started soon
after the outbreak of World War II has emerged as a bone of
contention between the two ministries, as the cost of running the
shows is high and the MEA has been unwilling to pick the tab.

IARUMS reports Kiwi-SDR can locate intruders in ham radio bands

IARU-R1 Monitoring System newsletter reports the online Kiwi-SDR
(TDoA) bearing system is an excellent tool to find out the location
of intruders in the amateur radio bands.

IARUMS illustrate the effectiveness of Kiwi-SDR (TDoA) by pinpointing
operation from a UK Sovereign Base Area in Cyprus in the 21 MHz band
and UK fishery traffic operating in the 7 MHz band.

The newsletter also notes there was a KG84 encrypted STANAG-4481
transmission from south-west England July 6 on 7101.7 kHz.

WORLD WIDE SPECIAL INTEREST GROUPS --- DIGITAL

Last week Col VK3GTV told us about the group planning a rollout of
VKAPNET

BUT, what IS VKAPNET?

It's an amateur radio paging network that will be linked across the
internet and capable of sending messages via transmitters and hotspots
around the country.

The Decentralised Amateur Paging Network, as it will be known, will
make use of two frequencies - 432.625 MHz and 144.625 MHz.

The system is based on a German application known as DAPNET.

Participants must be licensed amateur radio operators.

The network of pager transmitters is designed to send messages that
can be addressed directly to an amateur operator's call sign or
transmit emergency and weather information based on regions. The
system makes use of the standard asynchronous paging protocol known as
POCSAG, or, Post Office Code Standardisation Advisory Group.

DMR Project

YL's who aren't on the network yet, are invited to register in order
to obtain their DMR-MARC ID.

Then get a communication unit, either VHF or UHF, according to the
DMR repeater network in your area.

Those YL's who own DMR equipment should arrange access to Talk Group
955, WWYL TG, in their Code Plug (CP) which is specific to their
radio and repeaters or Hot Spots to be used.

They should remember:
(a). Use CC (Colour Code)=1.
(c). Apply TS (Time Slot)=2.

It's not complicated, but assistance from an experienced ham friend
may help, as this is a tedious job. Therefore it's common to adopt
a ready-made CP and make the required changes accordingly.

hooked to the TG for the next 15 minutes, and can listen to all the
traffic, and break in.

A MOST successful gathering of YLs wrapped up recently in Oklahoma
City.

Heather Embee, KB3TZD, is a reporter for our Sister news service
Amateur Radio NewsLine and she has told that for attendees at this
year's Young Ladies Radio League Convention in downtown Oklahoma City,
it's all over now but for the memories.

YLRL president Marilyn Melhorn AF 7 BI welcomed the group of 43 YLs
and 22 OMs who travelled from 21 states and the Canadian provinces.

The local SCARS club sent five OMs to work as volunteers at the event,
which ran from August 2nd to 5th. There was a forum on digital modes
led by Ria Jairam N2RJ, rovering by Andrea Slack K2EZ and NASA
research scientist Nancy Hall KC4IYH delivered the keynote speech at
the convention banquet.

According to one member of the three-person organizing committee,
Michelle Carey W5MQC, the prize table was chock full of goodies from
convention sponsors and Saturday also featured sessions offering help
on DMR, antennas, CW, logging, programming rigs and just about
anything else.

YLs got to make Morse Code bracelets.

Carol Milazzo KP4MD treated the YLs to a talk on the right way to
organize a DXpedition style holiday.

This YLRL convention only happens once every three or four years
so these are memories - and moments - that are sure to last.

YOTA 2018 OFF TO A GREAT START

YOTA 2018 hosted by the SARL got off to a great start. Young radio
amateurs from 23 countries arrived and were eager to get started.

Anton, ZR 6 AIC presented a journey into Software Defined Radio.
The delegates were presented with a VHF/UHF dongle donated by the
South African Amateur Radio Development Trust and the associated
cables sponsored by individual donors and AMSAT-SA.

Anton explained the workings of SDR and after the youngsters had
downloaded the software from the AMSAT SA website, it was soon
that radio signals were received.

After the mid-morning break, it was antenna building time with Guy
ZS 6 GUY. They each built a two metre, 70 cm crossed Yagi. YOTA
groups then divided into teams to build five BACARS's (Balloon
Carrying Amateur Radio) - launching and tracking (using their just
made yagis) of a high altitude balloon with various radio equipment
on-board to explore near-space.

and while waiting for the data to return from the BACAR package, the
YOTA group operated from grid KG43 on multiple satellites, ranging
from SO-50, AO-91, & AO-92.

will receive the AMSAT Satellite Communicators Club Award" said
Bruce Paige, KK5DO, AMSAT Director, Contests & Awards.

SCOUTS BUSY WITH JAMBOREE PLANS AND IN THE USA, K2BSA ACTIVATION

This week in Radio Scouting you may be able to work K 2 BSA

K2BSA/1 will be at Camp Yawgoog in Rockville, Rode Island from
August 19th through the 26th.

BSA Troop 3 out of Newport, RI will be heading to this camp, the
fourth-oldest continuously run scout camp in the United States.

Troop 3 will be operating 20M/40M/80M voice & digital using battery
and solar power.

In news regarding Jamboree on the Air 2018, the weekend of
October 19th - 21st the JOTA-JOTI team have established trusted
partnerships for connecting units digitally during the event with
JOTI Radio, JOTI.TV, and Scoutlink.

JOTI Radio is the official JOTA-JOTI radio station with trusted
partner status. They will be providing non-stop, live broadcasts
throughout JOTA from their UK studios and are powered by the
wonderful team at Avon Scout Radio.

JOTI.tv is another trusted partner that will gather all the webcams
of scout groups all over the world and build them together in one big
mosaic. This will give you a look inside JOTA-JOTI from the
perspective of the participating stations.

ScoutLink is a global, non-profit organisation that aims to connect
Scouts and Guides from all over the world. They do this in many ways,
but their 3 main services are IRC/Webchat (text chat),

REWIND

The Feminine Wireless Amateur.

Just because a MAN, Signor Guglielmo Marconi by name, invented
commercial wireless telegraphy does not mean for a moment that the
fair sex cannot master its mysteries.

To prove that the girls and women of the country are rapidly
awakening to the fact that radio operating is a worth-while
accomplishment, both vocationally and intellectually, as reported in
a magazine from early last century, The Electrical Experimenter,
many YL's were employed as RO's (Radio Officers) at Department
stores!

Department stores?

Why?

Well this was an era when retail sales were dominated by large
downtown department stores, which offered a wide variety of consumer
goods. Some stores even had auditoriums, for providing entertainment,
so it was natural for them to expand into radio broadcasting for
publicity purposes.

The Leo J. Meyberg Co.'s store in Los Angeles, California was known
as Hamburger's, and it began radio broadcasting activities under an
experimental licence, 6 XAK.


Mrs. Alexander MacKenzie, of the New York State Woman's Suffrage
party, 'Yonkers,' is the woman who provided material for a very good
wireless story several years prior to 1916.

During the summer of 1915 she went to the wireless instruments every
day at stated hours, morning, noon and night, and flashed out the
words-- "Votes for women" 400 miles into the ether.

Usually she got replies, sometimes from land wireless stations and
sometimes from ships at sea, ranging from "Good for you old lady!"
and "We're with you!" to "Oh, piffle!"

The Yonkers women used wireless in their 24-hour demonstration,
election night, they made speeches in Manor House Square and a
wireless station above the platform received messages from various
celebrities and prominent suffragists.

Women operators were usually in high demand as Ships RO's, which
brings to mind, among other facts, that of a progressive Boston
young lady, who, being a radio operator, found she could not gain a
position on a certain ship as two operators were required and one of
them was a man!

What did she do?

Very simple--she married him!

Where there's a will there's a way.

Submitting news items


A reminder when supplying HamFest info we obviously can't plug commercial
traders "on air", but we at the WIA will put your supporters in this text
edition "no worries."

If you would like to submit news items for inclusion in the
VK1WIA broadcasts, please email your item in text to nationalnews@wia.org.au
and don't JUST send url's links but take the time to pen YOUR contribution.

To submit audio read "how to submit items" in the weekly news page on
http://www.wia.org.au/members/broadcast/contribute/

We would appreciate items no longer than 2 minutes in length as we only have
a half hour time slot window.

Remember the sooner you submit material the more the likelihood of it being
broadcast in the very next edition of WIA National News. Each item will only
be broadcast once, if you want a couple of mentions, please submit different
slants to keep your event 'fresh 'and always if the news room is to read your
item write in the 3rd person.

You will be sent a confirmation mail and must follow the instructions given
in that mail to complete the unsubscription.

Once your unsubscription has been processed, you will probably
receive another message confirming your unsubscription from the list,
and at that point you should stop receiving messages.
