WRC-07 continues

Keith Malcolm VK1ZKM, in Geneva attending the ITU World Radiocommunication Conference 2007 as a member of the Australian delegation, nominated by the WIA has reported that the WRC continues.

As previously reported, the LF secondary allocation proposed for the amateur service was strenuously opposed by the Group of Arab States.

A compromise seems to have been found, and now the new amateur band has only one final hurdle, the final Plenary meetings.

What will go to the Plenary is a Table entry of a secondary allocation for the amateur service from 135.7 to 137.8 kHz in all three Regions, with a footnote excluding the amateur service in certain countries, not yet all identified but likely to include a number of Arab countries, also saying that other countries authorising such use should take this into account.

Meanwhile, the review of the HF band 4 to 10 MHz has been stalled by differences between administrations, some supporting change and, in particular, expansion of broadcasting, other opposed to any change at all.

Keith advises that it is not possible to see what will happen about the proposed allocation at 5 MHz - it could just not get up, or it could even become an agenda item for a future Conference.

Next week is the last week of the Conference, and it has already moved into very long hours, with meetings over weekends.
