Calling All EmComm and WICEN Representatives: Have Your Say on the WIA's 5 MHz Emergency Communications Policy

Date : 22 / 10 / 2026
Author : WIA

The Wireless Institute of Australia (WIA) is seeking to ensure that all interested Emergency Communications (EmComm) and Wireless Institute Civil Emergency Network (WICEN) representatives have an opportunity to comment on its proposed HF Land Mobile Emergency Communications Frequencies Policy and Authorisation Form.

On 14 October 2026, the WIA contacted a range of emergency communications organisations and representatives, inviting feedback on the proposed policy and associated authorisation arrangements.

However, we recognise that some organisations, groups or individuals with relevant responsibilities may have been inadvertently overlooked in the original distribution.

We would like to ensure that no interested EmComm or WICEN representative misses the opportunity to contribute.

What Is Being Considered?

The consultation concerns the WIA's HF Land Mobile Emergency Communications Frequencies Policy and Authorisation Form, relating to its two 5 MHz (60 metre) Land Mobile frequencies.

The policy and authorisation arrangements are intended to provide a framework for the use of these frequencies in emergency communications activities.

These are Land Mobile frequencies, rather than a general amateur radio allocation, making appropriate authorisation and operating arrangements particularly important.

The WIA is seeking input from people and organisations with practical experience in emergency communications, including those involved in planning, coordination, training, exercises and operational activities in WIA Affiliated Clubs.

Have We Missed You?

If you represent a WIA Affiliated WICEN group, an EmComm organisation or another group involved in emergency communications, and you were not included in the original correspondence of 14 October, we would welcome hearing from you.

This is an opportunity to review the proposed policy and authorisation form and provide constructive feedback before the arrangements are finalised.

The WIA recognises the considerable expertise and practical experience within Australia's emergency communications community and values the contribution these organisations and their volunteers can make.

How to Participate

If you believe your organisation or group should have been included in the consultation and would like an opportunity to comment, please contact:

Justin Giles-Clark VK7TW
Director, Wireless Institute of Australia

Email: justin.giles-clark@board.wia.org.au

Please include your name, organisation or group, and your involvement in emergency communications.

The WIA will arrange for interested representatives to receive the relevant consultation material. The closing date for comments is the 30 November 2026.

Working Together for Effective Emergency Communications

Effective emergency communications depend on cooperation, appropriate operating arrangements and the experience of those who may be called upon when conventional communications systems are disrupted.

By seeking input from across the EmComm and WICEN community, the WIA aims to develop a policy that is practical, clearly understood and informed by those with relevant operational experience.

Our aim is simple: to ensure that everyone who should have an opportunity to contribute is given that opportunity.

We encourage recipients to share this invitation with other relevant emergency communications organisations and representatives who may not have received the original correspondence.
